But even then, they can get some protection by moving them in ambulance convoys, or with medical supplies. Or best of all, school busses.
You must remember that a great deal of the civilian infrastructure in South Lebanon, schools and hospitals, were built by Hizbullah. It's an interesting military problem trying to neutralise a launcher purpose-built into a hospital complex. But they mainly appear to be using them for storage, rather than launch sites.
