I think it's a political thing, carefully crafting his image - serious face says 'I am a serious man discussing serious things and not giving in'.
Tim is probably right but JP is making a big mistake. Bees to honey basically. He should appear more cheerful and approachable. If I saw a facial expression like that I'd be inclined to assume the person doesn't want contact.
