Political instability would have to have a lot to do with that.
And on that topic - does anyone really have good ideas as to how to deal with that, in the African context?

Africa and South America are continents where governments struggle to work. I don't know why, probably some overlap regarding the causes on both continents, and I see no evidence for a solution.
