Of course that one needs to be reopened to see if Joe has been subject to the unbeatable blackmail/bribery double. I'm a pretty honest guy but I doubt that I could hold out with that sort of treatment. The President is quite right here.
There is every sign here of Tom Hagen, the hooker and the Senator. A team of Rico prosecutors need to reopen this one. With every sympathy towards the newsman who has been subject to blackmail and bribery ever since. They either ruin you or make you a millionaire.

In the movies Italians run organised crime. In the real world not so much. Another group runs Hollywood and so they keep the Italian thing alive whereas Italians are only middle management. They play up the Russian Mafia, and get heroes to wipe out the Russian mafia in large numbers. But in the real world the Russian mafia are not commanded by ethnic Russians. So if you let them into a place like Phuket you can never get rid of them. Thats the main barrier to us opening up to our Russian friends. That brings with it the danger of organised crime that its impossible to dig out.
Impossible to dig out no matter what we see from Denzel Washington, Keanu Reeves or Liam Neeson. Otherwise I'd want us to be developing a special relationship with the Russians.
In terms of joe, He was a congressman. She was not an intern but worked in his office. He was in congress and therefore could not have committed any crime. She had health issues.
It takes the brain of a trump to believe there was a crime committed.
