This is what crazy ideology and believing fraudulent science does (I want to emphasise that the Professor is a very fine economist, that being his area of specialisation.) Believing this nonsense makes you believe "the manufacturers notes on the packaging" so to speak. Wind power never lives up to the advertising. And if it were too it would be off-grid or in some distant future where we had excess battery storage, that didn't use rare earths. This is the wrong decade for this wish bone energy, even if it could ever work.
We need a full extra generation of coal fired plants, to tide us over as we get saturation nuclear. And if we don't do that, people are going to starve, and the Japanese and Chinese may need to collude to take us over because their people will be hurting too.
Offshore wind ought not be grid power. It should be tied to an ammonia-urea plant or something of that nature.
